General Description
Performs highly advanced (senior-level) work, in alignment with the Chief Information Officer (CIO), administering the daily operations and activities of the Texas Water Development Board’s Information Technology (IT) Division. Work involves establishing goals and objectives. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates the work of IT Division staff. Develops and evaluates budget requests. Monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the CIO of the Information Technology Division.
Essential Job Functions
- Assists the Chief Information Officer (CIO) directing all project activities within the Information Technology (IT) Division, providing technical direction and guidance as well as project management guidance.
- Assists the CIO developing the strategic direction for the division ensuring that projects, applications, and resources are aligned with the agency’s business goals and objectives.
- Ensures system development processes and procedures are developed and followed, including procedures for project management and software development lifecycle methods.
- Ensures all Operations and Administration rules and requirements are followed, including rules for websites and the project delivery framework.
- Assists the CIO ensuring agency compliance with the Information Resources Management Act and the Texas Department of Information Resources (DIR) rules and regulations, including preparation and development of the Agency’s Information Technology Strategic Plan, Biennial Operating Plan, and other required reports.
- Evaluates emerging software technologies.
- Determines selection of commercial off the shelf (COTS) versus custom application software.
- Monitors legislation for impact on information technology programs and activities.
- Provides effective leadership and management of the IT Division.
- Assists the CIO in managing all project activities within the IT Division, providing technical direction and guidance.
- Monitors and reports IT Division work activities.
- Authorizes IT Division hiring, separations, disciplinary actions, and employee performance rewards.
- Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
- Evaluates IT Division performance and recommends and leads improvements.
- Supports IT Division administrative requirements related to organization, budget, and personnel.
- Ensures the provision of quality customer service from the IT Division to both internal and external stakeholders.
- Manages the performance of direct reports, to include, timely completion of plans and appraisals, and follow-through on disciplinary actions as needed.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- Performs other duties as assigned.
Minimum Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree in Information Technology (IT) or a related field.
- Eight years of relevant and progressively responsible IT experience.
- Five years of experience managing significant IT projects, services, or staff.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Previous experience successfully delivering information technology (IT) related projects with a State or other government organization.
- Previous management experience, preferably with a State Agency.
- Previous experience with contract management, preferably with a State Agency.
- Previous experience building team environments and facilitating collaboration between and among both IT and business program area stakeholders.
- Previous experience with the software development lifecycle (SDLC) and change management.
- Previous experience with management administrative tasks, such as employee appraisals, merit plans, hiring, separations, and employee rewards.
Knowledge, Skills, and Abilities
- Knowledge of local, state, and federal laws and regulations relevant to the Information Technology (IT) Division.
- Knowledge of the principles and practices of public administration and management.
- Knowledge and experience working under the rules and regulations of the Department of Information Resources.
- Possesses necessary skills and comprehensive knowledge to perform the job.
- Knowledge of information technology including hardware, software, programming languages and methodologies, relational databases, and information processing environments.
- Knowledge and experience in project planning and management, including the Project Management Lifecycle (PMLC).
- Knowledge and experience in software engineering, system verification test and quality assurance, customer support management, and operations.
- Knowledge in leading the design, development, and maintenance of Internet and Intranet web pages and applications.
- Knowledge of the legislative process, which includes analysis and interpretation of legislation.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in using the Microsoft 365 platform.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in software applications deployment and customer service support.
